Flamini's future at the Emirates Stadium has been in doubt in recent weeks amid reports that Arsene Wenger was listening to offers for the Frenchman.
And after links with Galatasaray over the weekend, Turkish outlet Medya Haber says terms have been agreed with Arsenal for Flamini to leave.
They say the deal will be closed in the next 48 hours, with the 31-year-old set to link up with Lukas Podolski.
Flamini has a year left on his Arsenal contract but slipped behind Francis Coquelin in the pecking order last season.
